Market Surveillance in Haa Dzongkhag
The CCAA conducted a week-long market surveillance exercise across 83 business establishments in Haa Dzongkhag from 9 to 16 May 2026, assessing compliance with the Consumer Protection Act of Bhutan 2012. Inspections found that while all weighing and measuring devices were correctly calibrated and no instances of discriminatory treatment were detected, compliance rates for price display, receipt issuance, and product labelling ranged between 71 and 75 percent — leaving room for improvement. The gap uncovered was the absence of consumer complaint information in shops, with majority of the establishments not displaying grievance channels or formal refund and return policies. The CCAA calls for targeted awareness workshops, multilingual compliance guides, and increased inspection frequency in remote areas to strengthen consumer protection standards across the Dzongkhag.
